The Frock Swap, taking place to raise money for the Community Crisis Center of Elgin, will be offering eco-friendly budget smart shoppers the opportunity to upgrade their wardrobes without breaking their banks. Many people are spending sparingly these days and making cut-backs in the amount they spend on luxuries, such has new fashionable clothing.
